Elkin stressed the fact that "The Kerem Tunnel Project is a central tool to realize the vision to redefine the idea of transport in Jerusalem." "The new tunnel, which will connect with the Jerusalem Ring Path, will connect with existing cycle paths in the city and will be constructed within the different neighborhoods. It is designed to encourage bicycling within the city's residents and also to encourage an environmentally sustainable transportation system in Jerusalem." The Kerem Tunnel, originally excavated by the Gihon Corporation in the 1990s to relocate the main sewer line toward the Sorek purification plant.
